JOM Student EligibilityEffective October 1991, the blood degree quantum provision, as stated in public law 99-228, became applicable in determining eligibility for JOM services. Eligible students must be a member of an American Indian tribe or Alaska Native or be at least one-fourth (1/4) blood of a descendant of a member of an American Indian Tribe which is eligible for the special programs and services provided by the United States.
